The Post-Graduation Work Permit (PGWP) is one of the most valuable documents an international student in Canada can hold. For Indian students, it is often the bridge between a Canadian degree and Canadian permanent residence. This guide explains every aspect of the PGWP — who qualifies, how to apply, how long it lasts, and how to use it strategically to achieve PR.

What Is the PGWP?

The Post-Graduation Work Permit is an open work permit issued by IRCC (Immigration, Refugees and Citizenship Canada) to international students who have completed a full-time program at an eligible Canadian institution. 'Open' means you can work for any employer in Canada in any occupation — you are not tied to a specific job or company.

PGWP Eligibility Requirements

  • Completed a full-time program of at least 8 months at a Designated Learning Institution (DLI)
  • Program led to a degree, diploma, or certificate (not a language or preparatory program)
  • Valid study permit throughout your program (no unauthorized study gaps)
  • Apply within 180 days of receiving your final marks notification
  • Apply before your study permit expires (or extend status if already expired)

PGWP Duration: How Long Will You Get?

PGWP duration is directly tied to your program length, with a maximum of 3 years. Programs of 8 months to under 2 years receive a PGWP equal to the program length. Programs of 2 years or more receive the maximum 3-year PGWP. If you completed multiple programs back-to-back (a 1-year diploma followed by a 2-year degree, for example), IRCC may issue a combined PGWP up to 3 years — but specific rules apply, so always verify with a consultant.

How to Apply for PGWP: Step-by-Step

  • Wait for your final marks letter or transcript from your institution (do NOT wait for convocation)
  • Gather: passport, study permit, proof of completion (transcripts/marks letter), digital photo, application fee (CAD $255)
  • Create or log in to your IRCC account at canada.ca
  • Apply online under 'Post-Graduation Work Permit' — do NOT apply at the border or by paper
  • Submit biometrics if you haven't given them in the last 10 years
  • Wait for approval — current processing: 60–100 days. You receive a Confirmation of Online Application and can work full-time while your PGWP is being processed if your study permit was valid when you applied

Working While Your PGWP Is Processing

If you applied for your PGWP before your study permit expired, you have 'maintained status' in Canada. You can work full-time while waiting for your PGWP approval, even though your study permit has expired. This is often called 'implied status' or 'maintained status.' Keep your confirmation receipt number — employers will ask for it.

Using Your PGWP to Get Canada PR

The PGWP's primary value for most Indian graduates is the Canadian work experience it enables. Canadian Experience Class (CEC) under Express Entry requires 1 year of skilled work experience in Canada (NOC TEER 0, 1, 2, or 3). If you work in a qualifying occupation on your PGWP for 12 months, you become eligible for CEC. CEC draws are regular and often invite candidates with CRS scores in the 430–500 range.

Provincial Nominee Programs for PGWP Holders

Many provinces actively recruit PGWP holders, especially those who studied in that province. Ontario's Human Capital Priorities stream, BC PNP, Alberta Opportunity Stream, and Saskatchewan's International Graduate stream all have pathways specifically designed for post-grad workers. A provincial nomination adds 600 points to your CRS score — virtually guaranteeing an ITA regardless of your base score.
