Ontario has the highest immigration allocation of any Canadian province and runs the OINP (Ontario Immigrant Nominee Program) to recruit skilled workers, graduates, and business immigrants. For Indian professionals targeting Toronto, Ottawa, Hamilton, or any Ontario city, understanding OINP streams is critical to your Canada PR strategy.

OINP Streams Overview

  • Human Capital Priorities (HCP) — Express Entry pool, no job offer required. Ontario selects from all Express Entry candidates who opted into OINP consideration.
  • Skilled Trades — Express Entry pool for trades workers (electricians, plumbers, welders, heavy equipment operators, etc.).
  • French-Speaking Skilled Workers — For Express Entry candidates who speak French (TEF/TCF scores required). Lower CRS thresholds.
  • Employer Job Offer: Foreign Worker — For candidates with a valid Ontario job offer who are currently working in Canada or abroad.
  • Employer Job Offer: International Student — For recent Canadian graduates with an Ontario job offer.
  • Masters Graduate — For international graduates of Ontario master's programs. No job offer required.
  • PhD Graduate — For international graduates of Ontario PhD programs.
  • In-Demand Skills — For NOC TEER 2/3/4 workers in specific in-demand sectors (long-term care, construction, food processing).

Human Capital Priorities: The Main OINP Path for Indian Professionals

The HCP stream is the most important OINP stream for most Indian professionals. Ontario sends Notifications of Interest (NOIs) directly to eligible candidates in the federal Express Entry pool. To receive an NOI, you must have an active Express Entry profile with OINP consideration enabled. Ontario selects candidates based on factors including occupation demand, education, language proficiency, and adaptability. You do NOT apply to OINP — they reach out to you. When you receive an NOI, you have 45 days to accept it and submit your OINP application.

What Occupations Does Ontario Prioritize?

OINP HCP historically prioritizes: information technology professionals (NOC 21XXX), engineers (NOC 213XX), finance professionals (NOC 111XX), healthcare workers, skilled trades (NOC 72XX-73XX), and education professionals. Ontario also specifically targets candidates in sectors aligned with its strategic economic priorities: electric vehicles and batteries, life sciences, fintech, and agri-food.

CRS Scores for OINP Selections

Ontario does not publish a minimum CRS cutoff for HCP. The selection is dynamic and changes based on how many allocation slots Ontario has remaining. In 2024, NOIs have gone to candidates with CRS scores as low as 400–430 for in-demand occupations. Candidates with higher CRS scores (470+) receive NOIs faster. Improving your IELTS score to CLB 10 and completing a WES ECA are the two most important steps to improve your OINP selection odds.
