Canada PR for Nurses from India 2026: Complete Guide (NOC 31301 & 32101)

Canadian nursing immigration has never been more accessible for Indian nurses. With a dedicated healthcare category in Express Entry, province-specific nursing streams, and the Atlantic Immigration Program, nurses can now receive Canadian PR in 12–18 months. This guide covers every pathway available in 2026.

Who Qualifies as a Nurse for Canada PR?

Registered Nurses (RN) — four-year BSc Nursing or post-basic diploma graduates — fall under NOC 31301 (TEER 1). Licensed Practical Nurses (LPN) / Enrolled Nurses fall under NOC 32101 (TEER 2). Both are eligible for Express Entry. ICU nurses, OT scrub nurses, emergency nurses, and community health nurses all qualify under these codes.

Express Entry Healthcare Category Draw

Since May 2023, IRCC runs dedicated category draws for healthcare occupations. NOC 31301 and 32101 are included in every healthcare draw. These draws have invited profiles with CRS scores as low as 431 — dramatically lower than the all-program draw average of 490+. An Indian nurse with a BSc Nursing degree and CLB 7 English can build a profile in the 440–470 range and realistically receive an ITA without a job offer.

Provincial Nurse-Specific Programs

  • Nova Scotia Nursing Stream — fastest dedicated pathway; direct PR nomination for RNs with CLB 7+
  • Ontario OINP (Human Capital Priorities) — nurses with Express Entry profiles above 400 CRS invited through HCP stream
  • British Columbia BC PNP — job offer + CLB 4 minimum for LPNs; higher requirements for RNs
  • New Brunswick NBPNP Healthcare stream — active recruitment with Atlantic Immigration Program
  • Prince Edward Island PNP — nursing is among the top occupation priorities

Atlantic Immigration Program (AIPP)

The Atlantic Immigration Program allows designated employers in Nova Scotia, New Brunswick, PEI, and Newfoundland to hire internationally educated nurses directly. The employer provides a job offer and an endorsement letter, which the nurse uses to apply for PR without going through Express Entry. This is the fastest pathway for nurses willing to relocate to Atlantic Canada — PR can be processed in as little as 6 months from job offer.

NCLEX-RN: Getting Licensed After Landing

After receiving PR, nurses must complete credential recognition through their provincial nursing college (e.g., CNO in Ontario, BCCNM in BC, CARNA in Alberta). This involves a document review, English language proof (CLB 6 minimum), and passing the NCLEX-RN or NCLEX-PN exam. The NCLEX pass rate for internationally educated nurses from India has been improving year-over-year, with proper preparation through bridging programmes available at Canadian colleges.

CRS Score Estimate for Indian Nurses

  • Age 28, BSc Nursing, 3 years exp, IELTS CLB 9 (no spouse): ~460–475 CRS
  • Age 32, BSc Nursing + Post-Basic, 5 years exp, CLB 9: ~480–495 CRS
  • Age 35, BSc Nursing, 3 years exp, CLB 7 (below healthcare draw): ~430–445 CRS

Healthcare draws have changed everything for nurses. Profiles that would have waited years in the general pool are now getting ITAs within months.
