The Post-Graduation Work Permit (PGWP) is one of Canada's most powerful immigration tools — it gives international graduates up to 3 years of open work authorization to gain Canadian work experience and qualify for Express Entry PR. For Indian students, it is often the critical bridge between graduation and permanent residency.

PGWP eligibility requirements

  • Must have graduated from a Designated Learning Institution (DLI)
  • Program must be at least 8 months in duration
  • Must have held a valid study permit when you graduated
  • Must apply within 180 days of receiving your final transcript
  • Cannot have previously held a PGWP (one PGWP per person, lifetime)

Duration — how long will your PGWP be?

The PGWP duration is determined by the length of your study program: Programs of 8 months to less than 2 years receive a PGWP equal to the program length. Programs of 2 years or longer receive a 3-year PGWP. This makes the choice of program length strategically important — a 2-year diploma or degree program maximizes your PGWP duration and therefore your window to accumulate Canadian work experience for PR.

The PGWP to PR pathway

The standard route for Indian students through PGWP to PR: Graduate from a Canadian DLI → Apply for and receive PGWP → Get a skilled job offer in a TEER 0/1/2/3 occupation → Accumulate 1 year of Canadian work experience → Apply through Express Entry's Canadian Experience Class (CEC) → Receive Invitation to Apply (ITA) → Submit PR application.

This pathway typically takes 2–4 years from graduation to PR, depending on CRS score, job field, and which province you work in. Healthcare workers, IT professionals, engineers, and trades workers consistently receive ITAs with lower CRS scores.

Language scores — critical for CRS

Your CRS score under Express Entry is heavily influenced by language scores. A PGWP holder with IELTS 8.0+ in all bands, under 30 years old, with 1 year of Canadian experience can accumulate 500+ CRS points — well above typical ITA thresholds for CEC draws. Retaking your language test while working is one of the most impactful CRS-boosting strategies.

Provincial Nominee Programs (PNP) as an alternative

If your CRS score is below the Federal Express Entry threshold, provincial nomination adds 600 automatic CRS points — virtually guaranteeing an ITA. Most provinces have dedicated streams for international graduates working in that province. Ontario (OINP), BC (BC PNP), Alberta (AAIP), Nova Scotia, and New Brunswick all have graduate streams with lower requirements than Federal Express Entry.

The PGWP is not just a work permit — it is your 3-year window to build the Canadian profile that qualifies you for permanent residency. Use it strategically.
