What a PAL is and why it exists
A Provincial Attestation Letter (PAL) — or a Territorial Attestation Letter (TAL) in the territories — is a document that confirms you hold a spot within a province's or territory's share of Canada's national study-permit cap. Introduced in 2024, it exists because Canada now limits how many study permits can be approved each year and distributes those spaces to provinces and territories. Your PAL is the province's way of telling IRCC that your application is counted against its allocation.
For most new applicants, a study permit application submitted without a required PAL/TAL will simply be returned. That makes it one of the first things Indian students should secure after receiving an offer, because provincial spaces are limited and popular provinces can fill quickly. Quebec runs its own system: instead of a PAL, applicants there obtain a CAQ (Certificat d'acceptation du Quebec).
