The Skilled TEER 0-3 Pathway

The TEER 0-3 pathway is the skilled route within the Ontario Workforce Priority Stream (OWPS), which launched on 4 August 2026. It targets candidates with a permanent, full-time Ontario job offer in a TEER 0, 1, 2 or 3 occupation โ€” management, professional and technical roles that typically require post-secondary training. It sits alongside the lower-skilled TEER 4-5 pathway and the self-employed physicians pathway within the new, employer-driven OINP.

This pathway rewards a genuine match between a qualified worker and a real Ontario role. Who This Pathway Suits โ€” and What to Watch

TEER 0-3 tends to suit qualified professionals and technicians who already have a firm Ontario offer, including many international graduates of Ontario institutions who benefit from the reduced 3-month experience option. If your recent experience is thin, the alternative routes โ€” about 2 years cumulative experience, or professional licensure where your occupation is regulated โ€” may open the door instead. The right combination depends entirely on your occupation and history.

Because OWPS is new (Phase 1 of the OINP redesign), do not assume older Human Capital Priorities or Employer Job Offer rules carry over. Occupation categories and thresholds can shift per phase and per draw, and a strong TEER 0-3 profile still enters ranked selection with no fixed pass mark.
