What the OWPS EOI System Is

When Ontario opened the Ontario Workforce Priority Stream (OWPS) on 4 August 2026, it replaced first-come application queues with an Expression of Interest (EOI) model. Instead of racing to submit, candidates enter a profile, are scored and ranked, and then wait for Ontario to issue invitations to apply. For the worker pathways, the approved Ontario employer submits the job offer and the EOI through the new Employer Portal โ€” so this is very much an employer-driven process.

The EOI model gives Ontario control to select the candidates who best match its priorities. Selection considers occupation category and region, and invitations are issued against regional cut-off scores that change from draw to draw. Regions, Occupation Category and Cut-Offs

Ontario groups the province into regions for selection โ€” for example the Greater Toronto Area, Eastern, Northern, Southwestern and Central Ontario. Because the province wants to spread newcomers and fill priority roles across the map, both your region and your occupation category can influence whether your ranking clears a given draw's cut-off. A strong score in one region and occupation category may not translate identically to another.

There is no fixed pass mark. Cut-offs vary by draw, so we caution candidates against fixating on any single number they may have seen online โ€” confirm current scores rather than rely on rumours. With a brand-new EOI system, unlicensed ghost agents often invent 'guaranteed' cut-offs or occupation lists; treat those claims with suspicion.
