The Ontario Workforce Priority Stream (OWPS), launched 4 August 2026, sorts candidates into three pathways, each with its own bar for job offer, work experience, language and education. Two pathways — TEER 0-3 and TEER 4-5 — are for workers filling priority Ontario roles and depend on a permanent, full-time Ontario job offer. The third is a dedicated route for self-employed physicians that does not need a job offer at all.

Status, Residency and the Fine Print
OWPS prioritises workers who can fill Ontario roles, and many candidates are already working or studying in Ontario on a valid permit.
