What Is the Ontario Immigrant Nominee Program?

The Ontario Immigrant Nominee Program (OINP) is Ontario's official immigration pathway that allows the province to nominate skilled workers, international graduates, entrepreneurs, and tradespeople for Canadian permanent residence. As Canada's most populous and economically diverse province — home to Toronto, Ottawa, and Hamilton — Ontario receives the highest allocation of provincial nominees each year.

Ontario operates six active immigration streams in 2026, spanning the federal Express Entry system and employer-driven pathways. Indian nationals consistently rank among the largest applicant groups in the OINP, particularly in the technology, healthcare, financial services, and skilled trades sectors.

OINP Streams Explained

Each OINP stream has distinct eligibility criteria. Understanding which stream fits your profile is the most important step in your Ontario immigration journey.

Human Capital Priorities (HCP)

The HCP stream targets candidates already in the federal Express Entry pool with a CRS score of 400 or above. Ontario proactively scans the pool and issues NOIs (Notifications of Interest) to eligible candidates. No employer job offer is required.

  • Minimum CRS score: 400+ (varies per draw)
  • Must have a valid Express Entry profile
  • Work experience in NOC TEER 0, 1, 2, or 3
  • No Ontario job offer required
  • NOI valid for 45 days to respond
  • Nomination adds 600 CRS points

In-Demand Skills Stream

Designed for semi-skilled workers in occupations facing acute labour shortages in Ontario. This stream requires a full-time permanent job offer from an Ontario employer and relevant work experience. It operates outside Express Entry.

  • Valid job offer in eligible NOC TEER 2 or 3 occupation
  • Sectors: construction, trades, transportation, manufacturing
  • 9 months Ontario work experience in past 2 years
  • CLB 4 language proficiency minimum
  • Ontario employer must register with OINP portal
  • No minimum CRS score required

Employer Job Offer: International Student

For international graduates from eligible Ontario colleges and universities who have secured a skilled job offer in Ontario. This stream is ideal for Indian students completing studies in Ontario on a PGWP.

  • Degree/diploma from eligible Ontario institution
  • Valid Post-Graduation Work Permit (PGWP)
  • Full-time permanent job offer in NOC TEER 0–3
  • Cumulative 1 year Ontario work experience
  • CLB 7 (NOC TEER 0/1) or CLB 5 (NOC TEER 2/3)
  • No minimum CRS score required

French-Speaking Skilled Worker

This stream supports Canada's francophone immigration goals by targeting bilingual professionals who plan to settle in Ontario (outside Ottawa). No employer job offer is needed, making it one of the most accessible Express Entry-linked streams.

  • CLB 7 or higher in French (reading, writing, speaking, listening)
  • Must be eligible for federal Express Entry
  • Skilled work experience in NOC TEER 0, 1, 2, or 3
  • No Ontario employer job offer required
  • Intent to reside in Ontario (excluding Ottawa)
  • Nomination adds 600 CRS points

Corporate Stream (Entrepreneurs)

The OINP Corporate stream is Ontario's pathway for experienced business owners and senior managers who wish to establish or acquire a business in Ontario. Applicants sign a Business Performance Agreement with the province and are nominated after demonstrating they have met their business commitments.

How an OINP Nomination Adds 600 CRS Points

If you are in the Express Entry pool, an OINP nomination is transformative. Here is how the process works step by step.

01

Create or Update Your Express Entry Profile

Ensure your Express Entry profile is current with accurate language scores, education credentials (ECA), and work experience to maximize your CRS score.

02

Ontario Issues an NOI

Ontario scans the pool and sends a Notification of Interest to candidates who meet its stream criteria. You receive the NOI via your IRCC account and have 45 days to respond.

03

Submit Your OINP Application

You complete a full application to the OINP through Ontario's e-Filing Portal, including supporting documents for education, work experience, language, and identity.

04

Receive Provincial Nomination

Upon approval, Ontario nominates you. You receive a provincial nomination certificate, and IRCC automatically adds 600 CRS points to your Express Entry profile.

05

Receive ITA and Apply for PR

With 600 additional points, you will receive an Invitation to Apply at the very next Express Entry draw. You then have 60 days to submit your permanent residence application to IRCC.
