The Ontario Immigrant Nominee Program (OINP) went through its biggest change in years in 2026. On 25 June 2026, Ontario closed eight legacy streams. Then, on 4 August 2026, it opened a new Expression of Interest (EOI) system and an Employer Portal built around the new Ontario Workforce Priority Stream (OWPS). This is Phase 1 of a broader redesign, and it changes both how candidates express interest and how employers register roles.
The direction of travel is clear: fewer, consolidated pathways, a stronger role for Ontario employers, and ranked selection with invitations issued against regional cut-off scores. Why the Redesign, and What Employers Must Know
The redesign is employer-driven. An approved Ontario employer submits the job offer or employment position and the EOI through the Employer Portal. Employers who registered before still keep their account, but must submit a new job offer and a new application when the portal reopens. Rural employers โ in census divisions under roughly 150,000 population โ get reduced gross-revenue thresholds, reflecting Ontario's aim to spread newcomers across regions.
Program integrity was also tightened: the response time for employer compliance notices was cut from 60 to 30 days, and notices may be sent by email or mail.
