Immigration pathways for doctors

Express Entry — Healthcare Category Draw

IRCC runs targeted healthcare draws with significantly lower CRS cut-offs than general rounds. Physicians and specialists with NOC 31100–31102 are priority candidates.

Provincial Nominee Programs (PNP)

Nova Scotia, Manitoba, and Saskatchewan have active healthcare streams specifically targeting physicians. A PNP nomination adds 600 CRS points — near-guaranteed ITA.

Federal Skilled Worker (FSW)

Medical degrees with a Canadian ECA (evaluating body: WES or provincial licensing body), CLB 7+ IELTS, and 1+ year experience qualify for the FSW pool.

Canadian Experience Class (CEC)

Doctors who secured a Canadian work authorization and completed 12 months of skilled medical work qualify for CEC — the highest-CRS Express Entry stream.

Credential Recognition — the critical first step

Foreign-trained doctors must pass NAC OSCE and MCCQE Part I & II to practice in Canada. Provincial Colleges of Physicians and Surgeons govern licensing. This process runs parallel to immigration — start both simultaneously.
