Who Counts as Onshore — and Why This Matters for You
Onshore simply means you are already physically in Canada on a valid study permit and thinking about your next step — a college-to-college transfer, or a post-graduate certificate after finishing a bachelor's degree. The Canada application fee waiver is not only for students applying from India; students already in Canada can use it too, as long as the application is for a genuine new programme. When Future Link submits your application during the offer period, the institution application fee is waived — you never pay it directly.
This is a recruitment arrangement between the participating institutions and Future Link Consultants, a Regulated Canadian Immigration Consultant (RCIC licence R506940). It covers 19 participating institutions across four provinces, with Ontario holding the majority. You can apply to up to three of them under one waiver, which normally saves the institution application fee of typically CAD 100–250 each.

The waiver changes what you pay to apply — not how you are assessed. Admission is still decided by the institution against its published academic and English requirements.
The New-Programme Requirement and the Scarborough Office
To use the waiver as an onshore student, your application must be for a new programme — not a re-application to the same course. Common examples are moving from one college to another, or stacking a post-graduate certificate on top of a completed bachelor's degree to strengthen your PGWP and career path. The waiver covers the institution application fee only. Tuition, tuition deposit, GIC, biometrics, the study-permit fee and any third-party charges are separate and payable as normal.
